     - Cost estimate arrives by Monday Sept. 25. - Complete ($38M; excludes cooling costs)
     - Amy/JPL digest for a few days and then preliminary discussion with Shaul during the JPL weekly telecon on Thursday Sept. 28.
     - Preliminary report to EC on Oct. 4.
     - More iterations with, and analysis by, JPL + iteration with science teams/EC
     - Decision point during telecon of Oct. 18.
