    * Including hyperlinks to outside references is OK, even encouraged, but report should be self-standing. 
    * The decadal will have access to 'public documents' and 'non-public products'. 
      * Public: report + one page of high level costs
      * non-public: TeamX reports + detailed costs; independent cost estimate (JPL); PCAT.
