  * AAS will help to make up a survey on the impact of reduced success rate on researchers
    * We draft first set of questions
    * James L. and Todd will collect and relay to AAS Public Policy Committee for review and edit 
    * Have AIP do a professional survey based on these questions. $$$ requires a good case to be made.
