DEDC discussed AARM and made some suggestions:
Don't worry about the RFP language - put in what you need.
focus on the steps towards developing the engineering plan for the facility (Bernard's advice)
include a section on how to staff the facility
make sure to get everyone who is a working group leader submitting an S4 proposal that need the low background facility to provide with a letter of interest that you can add to your supplementary documents section.
use these letters of interest to frame your introduction as to the importance of the facility.
wrt the WBS - it can be flexible - from my perspective it seemed to me you did spell out specific steps in the development of the facility, so I think the WBS should just layout what, if any, are the choke points in the development of the project design and how will you go about
resolving them by June 2010 followed by additional time to complete the
final project design and any measurements that are required. one
example of this might be the water shielding.
