Requirements from PI of Omnibus Proposal (collected by SH from several communications)

• Must be senior enough (but not too senior) to have credibility outside our field.
• Have experience organizing large numbers of people and activities simultaneously.
• Should have experience on a large experimental project so that they can speak intelligently about technical trade-offs.
• Must absolutely be able to make a clear and convincing case to a serious set of heavyweights all over the country for the next two years.
• Should have the energy necessary and time commitment over the next ~12 months
• A person who is, and perceived to be, capable of uniting the community
