PCAT

Independent cost estimate by Science Office of Mission Assessment is canceled
Cost Estimation and Pricing Section (CEPS) in JPL will provide a cost estimate that is independent of TeamX's
PCAT will review CEPS and RAO's (Goddard's CEPS) estimates, and will provide another review of the feasibility of executing the Probes within costs.
Q: What is the input to CEPS?
- A: “Spreadsheet with some specific requested information” and the report. (what about the TeamX slides? )
Q: Interaction with CEPS?
- A: there will be a get-to-work meeting in January with opportunity for questions and some communication. Other interactions Afterwards and before the final meeting in May? Not clear.
Q: What if CEPS costs come different than TeamX? Will there be an opportunity to reconcile?
- A: There will be a reconciliation meeting with PCAT. But with the teams? Not clear.

More Questions

What will be submitted to the Decadal?
CEPS Process: Are the TeamX slides provided to CEPS? What other inputs they require? Is there a technical briefing or technical Q/A with the teams?
For a given Probe, is there a reconciliation process between the TeamX cost and the CEPS cost? Will PCAT be managing this in real time (or is PCAT handed a reconciled cost)?

AT: images are common in proposals. CMB is rather boring.
CL: could have history of universe or galaxies or clusters or nuetrinos or … w/CMB background.
SH: could tell artist that in words, and iterate.
Charles will talk to artist, Amy will coordinate meeting.

Policy for report Authors/Endorsers?

Lots of people writing/calculating/etc. So authors need recognition. Endorsers (i.e. support the idea) are a 2nd tier. so 2 lists of people.
CL: Long list of 2 groups. 1 group is authors, 2nd group is everyone. Is 2 alphabetized subsets. No labels separating the 2 lists.
- SH: for science white papers we've suggested 2 lists. didn't get into typographic details. SH Will check with Lloyd and ???

Final TeamX - 2nd week of October

cleanup and wrap. Polish a final set of slides that goes to cost checking mechanism.
final inputs are in prep, may need small inputs from various people.

- 1 month left to finalize, a version that is ready for decadal panel
- SH will email all the final schedule. communicate deadline
- CL: agree with schedule, really no other option.
Status of past action items:
- Intro,
  - RF adding text. DG: talked with RF early this week. He is aware and supposed to be wrapping this. Will talk face to face Friday.
  - NB planning to look at / add to intro. NB: haven't got yet. Will add Friday or early next week
- 2.2.1. SH will send comments to RF
- Neutrino mass, SH/DG: nothing critical needed here any more.
- SH will follow up on delensing with RF. If coordination between sections is needed.
- Cosmic structure,
  - figure by NB. Done.
  - Question about noise with CBE vs requirements getting cosmic variance on tau. SH: Checked with Stephen. we are fine in all cases. Will send Stephen's results to Nick
    - NB: Want to think about this a bit more. Will look at Stephen's detailed numbers
  - Marcel and Alex are coordinating on correlations. No update (not online)
  - Galaxy formation and SZ needs some text and coordinations with intro. CH: SZ is on my list. Ready by next week. NB: is adding text also.
- Galactic science
  - Not online, but SH is up to date: Their telecon to shrink to 3 pages was yesterday. Telecon on STM friday.
- Complementarity table. CL formatting
  - CL: Can cut by factor of 2. Will do on Friday
- Foreground / Signal seperation
  - More progress was reported on in telecon. Work is picking up steam.
  - SH: likely this text editing will stretch long.
  - CL: talked to englen (?) and Hans Christian. They know about this and plan to work on this. Should be able to do over the course of next month.
- Systematics
  - Brendan is emerging from SphereX and will be back.
  - SH/AT coordinate possible PICO support of Brendan for 2019, as work is still needed.
- Measurement requirements
  - SH still committing changes responding to AT's comments.
  - Still below 2 page limit
- Tim Pearson is helping with editorial review and formatting.

Revised cost estimate process for all the Probes

Need comments on process to NASA by Friday
Old process:
- TeamX helps design and provides cost est. Then this forwarded to Science Office of Mission Assessment who do independent estimate. These go to decadal.
Science Office step cancelled. Because probes not designed to the same standard as other missions costed by SOMA

Some questions already been asked. See above in Agenda.
CL: some general comments. Interaction CEPS to us will be limited by money, not principle. Just the time shortage will limit communication.
SH: reconciling after costing? Does PCAT reconcile or do probe teams help?
- CL: Hope/expect that teams will be involved in that reconciliation.
SH: charter has significant detail about PCAT structure. but little information about the work done and inputs to the JPL and Goddard teams (CEPS, RAO) is lacking. Unclear how they handle our 'low-level' design.
