Additive systematics for data challenge 03: Provides a recipe for a generic additive systematic,
i.e. something that contributes B mode power to maps that is not captured in signal or noise sims. The amplitude of the additive systematic is described as a fraction of the noise power. Consider cases where the systematic is uncorrelated across observing frequencies and the case where it is correlated with CMB-type spectrum (same amplitude at all frequencies).
